Environment Canada’s Windchill Program – Offers a wind chill fact sheet, charts and tables, calculators and equations, and a history of the program. The Canadian index has been harmonized with that used in the United States (although the Celsius scale is used in Canada and the Fahrenheit scale in the US), thus providing a consistent index throughout North America.

Report on Wind Chill Temperature and Extreme Heat Indices: Evaluation and Improvement Projects – Office of the Federal Coordinator for Meteorology provides this report describing the joint US and Canadian replacement wind chill index project, implemented for the 2001-2002 winter season, and other extreme heat formula evaluations.
